In a recent decree, Ukrainian President Volodymyr Zelenskyy approved a list of sanctions, including two citizens and two companies from Uzbekistan, as part of measures against entities allegedly associated with Russian aggression. The sanctions, announced on November 23, target 93 companies registered in Russia, the UAE, Belarus, and Uzbekistan.
Among the affected entities is "Ohangarontsement" and its owner, Akkermann Cement CA. The sanctions also extend to the Russian company Akkermann Cement, part of the USM holding owned by businessman Alisher Usmanov. This move aligns with sanctions imposed by the United States in April, targeting Usmanov's USM holding and related companies, including Digital Invest and Ohangarontsement.
The list further encompasses companies within the USM holding such as "MegaFon," "Metalloinvest," USM Telecom, USM Cement, USM Gold, USM Urban Mining, USM Markirovka, Digital Invest, "Metalloinvest Trading AG," and Hamriyah Steel FZC.
Additionally, Ukrainian sanctions include well-known entities like cosmetics manufacturer "Faberlik" and confectionery factories "Rot Front," "Krasny Oktyabr," and "Babaevsky."
Sanctions are not limited to companies but also target individuals. Among those listed are Usmanov's niece, Nasiba Narzieva, and her husband, Shahrukh Nasirkhojaev, who is reported to be the CEO of Hamriyah Steel. Both individuals are citizens of Uzbekistan.
Ukrainian sanctions range from 3 to 10 years, with measures such as asset freezing, license cancellations, prohibition of transit and trade operations in Ukraine, restrictions on capital transfers abroad, and limitations on privatization and land purchases.
President Zelenskyy justified the sanctions by stating they were imposed on individuals "working for or aiding Russian aggression," including entities related to critical infrastructure. He hinted at more decisions on sanctions in the future, emphasizing the accountability of each individual and company named.
In response to the sanctions, the Chairman of the Central Bank of Uzbekistan, Mamarizo Nurmuratov, disclosed that a working group, led by Deputy Prime Minister Jamshid Khodjaev, is actively addressing the situation and working towards the cancellation of sanctions against "Ohangarontsement" and its founder.
