A bill has been proposed to the lower house of the Uzbek Parliament to introduce a mixed-member electoral system, replacing the current majority system, media reports. The proposed changes aim to enhance Uzbekistan's electoral process and referendums and involve modifications to the electoral code and seven laws.
One significant change is the inclusion of a mixed-member proportional electoral system for the Legislative Chamber. This system would elect 75 out of 150 members from single-mandate districts based on the majority electoral system, while the remaining 75 would be elected proportionally according to the votes received by political parties.
In May 2023, President Shavkat Mirziyoyev approved adopting the mixed-member proportional model and instructed the draft law's development. The current majority system requires candidates to represent political parties and those who obtain the majority of votes in their constituency win. The mixed system will distribute mandates through the mixed-member proportional and majority systems.
