The September 28 explosion in Tashkent has raised concerns regarding the storage of chemicals, prompting Uzbekistan's authorities to take decisive action to address the situation. The government is actively working to recover damages from the responsible parties through legal channels, ensuring full accountability.
A spokesperson for the Prime Minister, Bekzod Khidoyatov, provided updates on the progress made in mitigating the aftermath of the explosion at the warehouse in Sergeli, Tashkent. Efforts are underway to rectify the consequences of the incident.
Discussions on social media platforms have arisen regarding the repair of damaged apartments and houses using public funds. However, it is important to note that, according to civil and criminal legislation, the owner of the property is responsible for compensating damages caused by private enterprise actions.
Following the explosion, the Ministry of Internal Affairs initiated a criminal case under relevant sections of the Criminal Code, specifically relating to the violation of fire safety regulations. The investigation is currently in the preliminary stage. Khidoyatov acknowledged that the identification of those responsible for the fire damage, the legal assessment of their actions, and the subsequent investigation and judicial process for compensation require a significant amount of time, by procedural legislation.
President Shavkat Mirziyoyev has instructed the government to promptly undertake repairs in affected residential properties to ensure that residents do not face undue hardships. The President personally oversees this task. Article 23 of the Constitution guarantees the state's commitment to protecting and supporting its citizens. Therefore, until the investigation and trial are completed, the necessary funds for repairs will be sourced from the reserve fund.
The explosion at the Interlogistics warehouse occurred on the night of September 28, resulting in 163 injuries and one fatality. Extensive damage was inflicted, affecting 592 apartments across 26 residential buildings, as well as the facades of 24 apartment buildings, a school, two kindergartens, a cosmetic store, and several other outlets.
To investigate the causes of the incident and ensure transparency, a commission led by Deputy Prime Minister Achilbay Ramatov has been established.
According to media reports, chemicals were stored in the warehouse, and a violation of the conditions of their storage triggered a reaction that resulted in the fire and subsequent explosion.
