On September 5, 2023, President Shavkat Mirziyoyev of Uzbekistan unveiled the ambitious "New Tashkent City" project, a significant urban development initiative aimed at addressing the growing population and infrastructure demands of the capital city, Tashkent.
Background
Tashkent, the capital city of Uzbekistan, currently hosts a population of approximately 5 mn people, and rapid urbanization has led to increased demand for housing, schools, kindergartens, polyclinics, and other essential amenities. Recognizing the need to accommodate this growth and plan for the future, President Mirziyoyev directed the establishment of a comprehensive development plan for Tashkent, spanning the next 15 to 20 years.
Project initiation
The groundwork for the New Tashkent City project began with the President's decision on July 20, 2023, which established a coordinating council led by the Prime Minister. A dedicated directorate was also formed, and a deputy position was created within the Ministry of Construction and Housing and Communal Economy to oversee the project. To accommodate the ambitious plans, a vast area of 19,720 hectares was earmarked from the Upper Chirchik and Orta Chirchik districts of the Tashkent region.
Project phases
The project is being executed in phases, with the initial phase targeting the construction of housing and infrastructure facilities for 100,000 inhabitants on 2,500 hectares of land. To ensure the project's success, prominent international companies from countries such as Singapore, England, China, Germany, Turkey, the Netherlands, South Korea, and the UAE have been engaged by the directorate. They are utilizing tested practices from developed nations to develop the Master Plan, network plans, and targeted programs.
Key features
The New Tashkent City project aims to create a "smart" and "garden city" concept. The administrative center will house state offices, the New Uzbekistan University, a library, a history museum, and palaces of culture. The city will also incorporate business and innovation districts, educational, medical, and tourism clusters. Emphasis is placed on green spaces, including a central park, an artificial canal, lakes, and parks along the Chirchik and Karasuv rivers, collectively forming the "Green belt of Tashkent."
President Mirziyoyev underscored the importance of aligning Uzbekistan's industries and standards with international best practices. He stressed the need to improve laws and standards in construction, energy, utilities, ecology, irrigation, and transport to meet global standards, ensuring the success and sustainability of the New Tashkent City project.
President Mirziyoyev emphasized the project's long-term significance, stating,
"Why are we seeing this project over and over without rushing? This city should serve the people for a hundred years. People must come first, and future constructions must be taken into account. If the first stage is built perfectly, it will be a school."
This highlights his commitment to creating a city that prioritizes the well-being and needs of its residents.
