    Kyrgyzstan plans to transfer resorts to Uzbekistan for 49 years

    The "Dilaram" sanatorium in Kyrgyzstan is planned to be given to Uzbek investors, according to Kanatbek Turgunbekov, the Director of the State Agency for Managing State Property.

    This decision follows the visit of Uzbekistan's Prime Minister Abdullah Aripov to Kyrgyzstan, during which a delegation from Uzbekistan explored the "Enesay" sanatorium (formerly known as "Dilaram").

    Turgunbekov explained that there are plans to grant the sanatorium for investor utilization. The agency is considering investment opportunities for various sanatoriums, including the "Dilaram" ("Enesay"), "Golden Sands" ("Bosteri"), and "Rokhat" ("Altyn-Zhai") facilities.

    If these investments materialize, the management responsibilities will fall under the purview of the investors. The Kyrgyz government is hoping for investments ranging from $15-20 mn for each sanatorium, with a focus on generating employment and establishing 4-5-star hotels that can contribute to local development.

    Turgunbekov also mentioned a collaborative venture with Azerbaijan involving the construction of a 5-star hotel on the shores of Lake Issyk-Kul. He clarified that the current arrangement involves granting the sanatoriums for use without transferring ownership, and he emphasized that the transfer of ownership for Issyk-Kul is not under consideration.

    The history of these sanatoriums involves a previous attempt by the Kyrgyz government, under the leadership of Temir Sariyev, to nationalize four facilities on Lake Issyk-Kul that were previously owned by Uzbekistan. However, Uzbekistan filed an arbitration claim, asserting that Kyrgyzstan violated a 1992 agreement regarding the usage of objects located in each other's territories after the dissolution of the Soviet Union.

    In December 2017, the Kyrgyz government, led by Sapar Isakov, announced that while the four sanatoriums would be handed over to Uzbekistan, the land would remain under Kyrgyz ownership. In exchange, Uzbekistan was expected to invest in the sanatoriums and withdraw its arbitration claim.

    However, on May 8, 2019, the government's press service informed "Azattyk" that the agreement with Uzbekistan, under Sapar Isakov's leadership, was never finalized or signed.
