The Ministry of Agriculture of Uzbekistan and the German Society for International Cooperation (GIZ) are developing the draft law "On Agricultural Cooperatives", the press service of the ministry reports.
The incumbent law "On Cooperation" was adopted in 1991, and it does not meet modern requirements containing articles related to general cooperatives in agriculture.
The working group cooperated with cooperatives, landowners, and farmers consulting with more than 700 farmers.
In 2021, the working group of the ministry developed the preliminary draft law. It consisted of 9 chapters and 48 articles.
According to experts, it is necessary to clearly combine the interests of manufacturers in the new project.
Based on this, the new draft law "On agricultural cooperatives" consisting of 11 chapters and 60 articles has been proposed taking into consideration the organizational structure of the cooperative, financial situation, audit, relations between the state and the cooperative, management structures and other issues.
According to the draft law, the activities of cooperatives are based on the following principles:
- voluntary and open membership;
- democratic control by members;
- economic participation of members;
- autonomy and independence;
- education, training and information;
- cooperation between cooperatives;
- caring for society.
The draft law will be discussed until February 1, 2023, and submitted to the Cabinet of Ministers for approval.
