President Shavkat Mirziyoyev signed the decree "On additional measures for the introduction of energy-saving technologies and the development of small-capacity renewable energy sources" that envisages state compensation for the purchase of solar and wind power plants.
From October 1, 2022:
- individuals can purchase locally produced solar or wind power plants, and solar water heaters by paying in instalments for 3 years without interest;
- a part of the costs of persons who have installed similar devices and paid their full cost will be covered by the off-budget Inter-Network Energy Saving Fund under the Ministry of Energy.
For that, the Uzbek government will allocate 100 billion soums from the state budget to the abovementioned fund.
The Ministry of Energy has been assigned to:
- provide alternative energy sources in more than 34,000 facilities in the regions, including 619 "New Uzbekistan" quarters and more than 28,000 households in the regions;
- rise the share of alternative energy sources to 30% in more than 6,000 facilities of ministries and agencies (by the end of 2023);
- provide families included in the "iron book" with renewable energy devices at the expense of local budgets (20 per cent of needy families in 2022, 80 per cent in 2023);
- the possibility of selling excess electricity produced by solar, wind and biogas power plants with a capacity of up to 1 MW by the owners of the devices (individuals and legal entities) (only "Territorial Electric Networks" JSC and the body authorized by the state are allowed to purchase such energy, in which the purchase of electricity is carried out for a period of at least ten years);
- legal entities whose main activity is the production and installation of solar, wind power plants and small hydroelectric power plants, including. New legal entities established before 2025 will pay profit tax and property tax in the amount of 50% of the established rates for 3 years from the date of registration as business entities.
