Tashkent to auction 35 markets and trade complexes

Tashkent plans to auction 35 markets, trade complexes and commercial branches, opening major retail assets to private investment while requiring buyers to develop modern eco-markets, commercial centers and multilevel parking facilities.

Tashkent plans to put 35 markets, trade complexes and their affiliated outlets up for public auction under a presidential decree aimed at supporting the city’s socioeconomic development in 2026–2027.

The sites will be offered for sale based on individual business projects, while successful investors will be required to develop modern commercial and public facilities.

According to the decree, Tashkent Invest Company JSC will act as the project customer for the auctions and prepare a separate business plan for each property before it is offered for sale.

The company will receive 1% of the proceeds generated from the sale of each market or trade complex, along with reimbursement for expenses related to preparing and conducting the auctions.

The auction process will include development requirements for the properties. Investors will be expected to establish modern eco-markets, trade and service facilities, entertainment centers and multi-storey parking areas at the sites.

The list includes several major markets and trade complexes in the capital, including Navruz Farmers Market, Chilanzar Trade Complex, Bek Tupi Trade Complex, Sergeli Farmers Market, Parkent Universal Trade Complex, Yangiobod Specialized Market, Aviasozlar Farmers Market, Qora-Qamish Farmers Market, Farhod Farmers Market, O‘rikzor Trade Complex and Qo‘yliq Farmers Market.

The auction program also covers the Sergeli market for used vehicles and spare parts, as well as Beshqo‘rg‘on Savdo LLC.

In addition, several branches operated by Navruz Farmers Market will be offered for sale, including the Boz, Yalangoch, Qorasuv-2, Avayxon, Navruz, Ulug‘bek and Shirin outlets.

The list also includes the Ahmad Donish and TashGRES branches of Yunusobod Farmers Market, as well as the Sergeli-7, Sergeli-1, Kuylik-5, Kuylik-6 and Kuruvchilar branches of Sergeli Farmers Market.

Branches operated by Qora-Qamish Farmers Market, including Chig‘atoy, Chuqursoy, Shifokorlar, Yoshlik and the Pet Birds and Aquarium Fish outlet, are also included in the auction program.

Other properties listed for sale include a branch affiliated with Yangiobod Specialized Market and the Bek Tupi parking area operated by Chilanzar Trade Complex.

The decree also provides for the sale of branches and unused land plots belonging to other farmers’ markets, specialized markets and trade complexes in Tashkent.

These properties will be offered through electronic online auctions at their assessed value, based on approved master plans and conditions established for each site.

Earlier, the same presidential decree introduced a requirement for major shopping centers in Tashkent to establish bookstores.

The planned auctions follow earlier efforts to attract private investment into Tashkent’s market infrastructure. In 2024, the Askiya Farmers Market complex was sold through a public auction to Sheng Ke-International, a company described in local reports as Chinese, for UZS 225.6bn ($18.9mn).

The investor was required to preserve the market’s operations while developing the site into a modern eco-market with trade and service facilities, storage infrastructure and parking areas.
