Students transferring from foreign and non-state universities to public higher education institutions in Uzbekistan will receive differentiated or maximum scores for certain entrance examinations if they hold recognized national or international certificates, under new government regulations.
The measure is included in a government resolution adopted on June 11 approving administrative procedures for transferring students from foreign and private higher education institutions to state universities.
Under the new rules, the Ministry of Higher Education, Science and Innovation will introduce a system that awards differentiated or maximum points in foreign language and general education subjects to applicants holding approved national or international certificates when applying for transfers to corresponding bachelor's degree programs at state universities.
The resolution also formally establishes the public service procedure for student transfers from foreign and non-state universities to public higher education institutions.
According to the regulations, the Agency for Assessment of Knowledge and Qualifications will serve as the authorized body overseeing the process.
Applications must be submitted annually between July 15 and August 5 through the Unified Interactive State Services Portal, a dedicated electronic platform or Public Service Centers.
Authorities may reject applications if required documents or information are incomplete, if false or inaccurate information is provided, or if the required fee is not paid on time.
Applications and supporting documents will be reviewed between July 15 and August 6, after which applicants will receive notification of approval or rejection through the electronic system.
Following the completion of examinations, applicants will receive QR-code-enabled examination results within one week. The application fee has been set at half of the basic calculation amount, currently UZS 206,000 ($16), based on the rate in effect on the day the application is accepted.
The government said the new regulations are intended to standardize and digitalize the transfer process while creating additional incentives for students who have demonstrated proficiency through nationally or internationally recognized certifications.
