President Kassym-Jomart Tokayev addressed the III Republican Forum of Maslikhat Deputies on March 12, outlining Kazakhstan’s public policy priorities and achievements in human capital, digitalization, and social development.
During his remarks, Tokayev emphasized that Kazakhstan’s public policy is guided by long-term logic and focuses on key sectors, including health, education, science, culture, sports, innovation, and digitalization. He highlighted that the country maintains open access to social networks and legal online services, demonstrating pluralism and openness in governance.
The president referenced World Bank data, noting that globally, 1.6bn people in low- and middle-income countries lack access to social support measures, with digital barriers intensifying social inequality. In contrast, Kazakhstan is among the leading countries in e-government development and financial technologies, he added.
Tokayev also underlined the strategic importance of continuing the large-scale implementation of digitalization and artificial intelligence, describing these measures as fundamental steps to improve state efficiency and national prosperity despite regional and domestic challenges.
According to the president, Kazakhstan’s position in global human capital rankings has strengthened, placing 42nd out of over 160 countries in 2025. He attributed this improvement to sustained state investments in key areas that enhance citizens’ potential and support economic, social, and technological development.
The president further stressed the importance of addressing challenges openly, seeking collective solutions, and setting ambitious goals to maintain and accelerate progress.
