Uzbekistan will allocate UZS 200bn ($16mn) to insulate homes of vulnerable families and install energy-efficient windows, doors and solar equipment, under a presidential resolution aimed at raising incomes, creating stable jobs and reducing poverty in 2026.
From March 1, 2026, the Energy Efficiency Agency, together with the National Agency for Social Protection, will implement “green” renovations for households listed in the Social Register that include persons with Group I disabilities and no able-bodied family members. The programme includes insulation of walls and roofs, installation of energy-saving windows and doors, as well as solar panels or solar collectors.
Funding will be provided in equal shares from the “Saxovat va ko‘mak” (Generosity and Support), “Yoshlar daftari” (Youth Register) and “Ayollar daftari” (Women’s Register) funds. The total UZS 200bn ($16mn) will be transferred to district and city-level “Infrastructure and Social Stability” funds based on requests from the Energy Efficiency Agency.
The resolution also sets out a new approach to developing economically challenged districts. Within one month, the Council of Ministers of Karakalpakstan and regional administrations must prepare comprehensive development programmes for “heavy” districts, taking into account their specialisation, geographic location and infrastructure potential.
These programmes will include expansion of industrial zones, deeper specialisation of mahallas, improvement of irrigation networks for household and leased land plots, and upgrades to roads connecting district centres with major highways and densely populated areas.
To support implementation, the Ministry of Economy and Finance will allocate UZS 5bn ($400,000) from the republican budget for every UZS 1bn ($80,000) provided from local budgets, with co-financing capped at UZS 50bn ($4mn) per district.
The resolution also covers construction of small solar power stations in 903 “heavy” mahallas with high poverty levels. Another 1,000 mahallas will receive small solar power plants under leasing arrangements.
The measures form part of broader poverty reduction efforts. Earlier reports indicated that Uzbekistan plans to lower unemployment and poverty to 4.5% in 2026 through targeted employment programmes, income growth initiatives and the formalisation of informal work, shifting policy focus toward integrating new labour market entrants.
In 2025, the government allocated UZS 14.13 trillion ($1.17bn) in targeted social assistance to support low-income families, pensioners, people with disabilities and households affected by rising energy costs, underscoring the scale of state-backed social protection programmes.
