Uzbekistan has signed cooperation agreements with leading Saudi companies worth $20mn during the IV Tashkent International Investment Forum (TIIF), held at the Hilton Hotel in the capital. The memorandums of understanding were formalized between the Ministry of Higher Education, Science and Innovation and the heads of ACWA Power and DataVolt.

The agreement with ACWA Power outlines the creation of an internationally recognized personnel training system at Shirin Energy College in the Syrdarya region.
Set to run through 2030, the project will focus on improving the quality of education, modernizing infrastructure, and introducing advanced curricula based on the two-year program from the Academy of Energy and Water Resources (EWA).
Meanwhile, the deal with IT company DataVolt targets the development of Uzbekistan’s digital infrastructure. Under the memorandum, Shirin Power Engineering College will introduce new educational programs in heating, ventilation, air conditioning (HVAC), and electromechanics.

The college will also receive state-of-the-art equipment and technical resources, alongside incentive measures for teaching staff.
Officials say these initiatives are designed to reform the vocational education system in line with international standards and boost the competitiveness of Uzbekistan’s workforce in key technical sectors.
The IV Tashkent International Investment Forum has brought together global investors, policymakers, and business leaders to promote long-term economic partnerships and drive innovation across Uzbekistan’s priority sectors.
Over $30.5bn in investment and trade deals were signed at TIIF 2025, up 14.6% from last year’s $26.6bn and nearly three times the $11bn recorded in 2023.
