Agriculture Minister Aidarbek Saparov recently met with Yang Jianqiang, Chairman of the Board of Directors of CITIC Construction, to discuss a major investment project focused on deep grain processing in Kazakhstan.

The project, which is set to unfold in multiple stages, will initially focus on the production of starch sugar. The proposed plant is expected to process up to 700,000 tons of grain annually, with a total investment of approximately $1.1bn.
Saparov emphasized Kazakhstan's commitment to providing favorable conditions for such projects, noting that the government offers substantial support to investors.
"We are ready to provide all the necessary conditions and full support for the successful implementation of investment projects," Saparov said, highlighting government measures including investment subsidies of up to 50% for the construction and modernization of production facilities, as well as tax incentives.

Yang Jianqiang expressed confidence in the potential for collaboration between Kazakhstan and China, particularly in the agricultural sector.
"Kazakhstan has everything necessary for the placement of production facilities – raw materials, infrastructure. We are interested in creating special economic zones and joint ventures in Kazakhstan. In addition, Chinese partners are showing interest in projects in the field of livestock farming," he stated.
As a follow-up to the meeting, both parties agreed to establish a joint working group to further develop the project details and assess the market situation.
In 2024, Kazakhstan’s trade with China increased by 9% to reach $43.8bn. China remains one of Kazakhstan’s top five investors, with 62 projects worth $8.7bn completed, creating 11,000 jobs.
