Kazakhstan extends ban on petroleum products export by road
Kazakhstan's government has announced the extension of the ban on the export of certain petroleum products by road, according to an order issued by the Minister of Energy, Minister of Finance, Minister of Internal Affairs, and Chairman of the National Security Committee. The new directive, which takes effect on March 29, extends the ban for another six months.
The ban specifically targets gasoline, diesel fuel, and select petroleum products, exempting lubricating oils, petroleum products exported in gas tanks provided by vehicle manufacturers, aviation fuel for scientific research, and petroleum products exported as part of humanitarian aid.
The decision to impose the ban stems from previous measures implemented in November 2019 to address excessive exports to neighboring countries such as Uzbekistan, Kyrgyzstan, and Russia. While the ban was temporarily lifted, it was reintroduced for a six-month period in July 2022 and has since been extended multiple times.
Additionally, in April, the Ministry of Energy of Kazakhstan raised the maximum prices for gasoline and diesel fuel. This decision was driven by the necessity to narrow the price gap with neighboring countries, including Uzbekistan, and to curb the smuggling of petroleum products.
By regulating exports, the government aims to address issues related to price differentials with neighboring countries and mitigate illicit activities such as smuggling.
