Kazakhstan's Minister of Digital Development, Innovations, and the Aerospace Industry, Bagdat Musin has unveiled plans for a new surveillance system aimed at monitoring breaches of environmental regulations. In 2024, all companies associated with the emission of ozone-depleting substances are expected to be incorporated into this new automated monitoring system.
A variety of businesses, including thermal power plants, refineries, and metallurgical plants, will be required to install specially designed equipment to measure emissions and transmit this data to a regulatory authority online.
Domestic Production of Surveillance Equipment
The new automated system, akin to the Segrek surveillance system on our roads, will also track environmental violations. Several Kazakhstani IT companies have participated in the project, successfully initiating the production of necessary sensors composed of 80% domestically produced components.
This means that Kazakhstan is now capable of producing this equipment independently, without relying on foreign purchases. Previously, the country only had access to expensive equipment from Honeywell. Now, similar devices can be produced locally in Kazakhstan, as cited by Informburo.
Musin highlighted that Kazakhstan ranks eighth globally in terms of online services. In 2023, the government provided about 50 mn services online, with 92% of all public services accessible to Kazakhstanis from their homes.
Uzbekistan’s Environmental Surveillance
In 2023, Uzbekistan’s Ministry of Ecology installed 200 cameras, leading to the detection of over 6,500 environmental violations, as reported by Nazir Umarov, a chief specialist at the ministry. Violators were penalized under Article 91 of the Code of the Republic of Uzbekistan on Administrative Responsibility.
In the coming years, the ministry plans to increase the number of cameras to 1,000 to record violations in the regions. This initiative aligns with a decree signed by the President of Uzbekistan, which allows surveillance cameras, initially installed to record traffic violations, to monitor non-compliance with environmental standards.
These cameras record not only rubbish dumping in inappropriate places but also other law violations, enabling prompt elimination of environmental violations and timely legal action.
