In a step towards shaping the future of education in Kazakhstan, Deputy Prime Minister Tamara Duisenova chaired a meeting to discuss the implementation of tasks outlined in the draft National Report "Quality Education Available to Everyone." The strategic document, developed on behalf of President Kassym-Jomart Tokayev, aims to usher in a paradigm shift from the traditional "Education - Training" model to the progressive "Education – Personality Formation" approach, the official information source of the Prime Minister of the Republic of Kazakhstan reported.
The meeting, attended by representatives from relevant ministries and university rectors, delved into the need for continuity across all education levels and the introduction of a national system for assessing the quality of education. Deputy Prime Minister Duisenova highlighted the urgency to systematize the diverse approaches currently in use and set standardized requirements for preschool, secondary, secondary specialized, and higher education.
"With more than half of the country's workforce being young people, and this share expected to reach 80% in just six years, the quality of education will shape who will treat, teach, and provide various services to the population," noted Tamara Duisenova during the meeting.
One of the key initiatives discussed is the development and implementation of professional standards, outlining qualifications expected from personnel by employers. Deputy Prime Minister Duisenova emphasized that, in the future, government grants would favor educational institutions aligning their programs with these standards. She further urged universities not to compete but to collaborate, fostering an environment where institutions share experiences and adopt best practices.
In a separate meeting with university rectors, Duisenova discussed the critical issue of training teaching staff. The heads of educational institutions presented proposals for the effective implementation of the national report, emphasizing the need for a collective effort to transform the education system.
To address specific issues and gather insights, working groups have been established under the Ministries of Education, Science, and Higher Education. These groups will conduct extensive studies in various regions to develop tailored proposals.
Deputy Prime Minister Duisenova emphasized the importance of unity across all levels of the education system, calling for close connections between preschools, schools, colleges, and higher education institutions. She highlighted the need to disseminate the best teaching methods for training specialists, underlining that the success of these endeavors is crucial for the nation's future.
"In this matter, all parts of the system need to unite. To build continuous and consistent education, close connections between preschools, schools, colleges, and higher education institutions are important. When training specialists, each university uses different methods, and the best of them should be disseminated. This issue concerns our future," concluded Deputy Prime Minister Tamara Duisenova, emphasizing the transformative nature of the proposed changes in the Kazakhstani education system.
