At a meeting on November 21, President Shavkat Mirziyoyev of Uzbekistan emphasized the importance of performance discipline in the country’s ministries, city councils, and departments. He stated,
We are carrying out large-scale reforms on the way to building a New Uzbekistan. No sphere is out of sight. But reforms should not remain on paper. Heads of ministries and industries, mayors are obliged to ensure their unconditional implementation.
President Mirziyoyev expressed concern that some leaders, in their pursuit of numbers, are neglecting quality, efficiency, and demandingness. He also noted that the level of discipline in some ministries and city council systems is unsatisfactory.
The President issued strict instructions to ensure performance discipline and adherence to the deadlines of all programs, “road maps,” and projects.
In July 2022, President Mirziyoyev announced the introduction of a new system to ensure the executive discipline of state bodies and address the problems of the population. He promised a decrease in the number of meetings and resolutions, and an increase in open dialogues to expedite the resolution of people’s problems.
Earlier in 2021, the President had pointed out the unsatisfactory implementation of presidential acts, attributing the problem to “a stiff worldview, illiteracy, and irresponsibility.” A new system for executing presidential acts was announced at that time.
