Kazakhstan advances professional qualifications and aligns education with job market
In a recent meeting of the National Council chaired by Deputy Prime Minister Tamara Duisenova, the progress in implementing the Law "On Professional Qualifications" in Kazakhstan was discussed. The meeting involved Mazhilis deputies, vice-ministers, deputy akims, and representatives from the national chamber of entrepreneurs "Atameken" and employers.
A key concern addressed in the meeting was the employment challenges faced by graduates, often due to a misalignment between their skills and the demands of employers. The focus of the discussion was on establishing a robust connection between educational institutions and enterprises to ensure that graduates are adequately trained to meet market requirements.
The Law "On Professional Qualifications" plays a pivotal role in this endeavor, with domestic experts actively developing new professional standards. Educational institutions are adjusting their curricula based on these standards, and independent Certification Centers are assessing the competencies of graduates. This collaborative effort allows for the identification of bottlenecks in personnel training and is closely supervised and supported by the National Qualifications Authority.
Over 200 standards have already been aligned with modern requirements, and 20 new ones have been created, all of which have transitioned to a digital format.
Tamara Duisenova highlighted the imminent role of professional standards in replacing existing qualification reference books, determining employee functionality, and influencing remuneration levels.
The realm of higher education is also adapting to changing trends, with the development of more than 2,800 educational programs, including 166 innovative ones, taking professional standards into account. Additionally, regional atlases of new professions are being crafted for advanced training, encompassing current and future labor market demands across the country.
Deputy Prime Minister Duisenova emphasized the importance of this work, particularly in addressing issues related to increasing educational grants for institutions that align their training with professional standards. The overarching goal is to prepare personnel who can easily secure employment post-graduation, benefiting all stakeholders involved in the process.
