The First Transport Forum of the Shanghai Cooperation Organization (SCO) member states commenced on November 1, 2023, at the "Uzekspocenter" congress in Tashkent, Uzbekistan. This significant event includes the "Aviation & Logistics Forum 2023" and the "TransLogistica Uzbekistan 2023" exhibition, contributing to the broader discussions on transport and logistics within the SCO.
The hosting of the SCO's First International Transport Forum in Tashkent comes as a result of an announcement made during the SCO summit in Samarkand in September 2022, demonstrating Uzbekistan's commitment to fostering cooperation and dialogue in the transport sector. The initiative for this forum was spearheaded by the President of the Republic of Uzbekistan, underlining the importance of this event for stakeholders in the transport industry.
Minister of Transport of Uzbekistan, Ilkhom Makhkamov, delivered a welcoming address to the participants of the Transport Forum. During his speech, the Minister provided insights into the ongoing reforms and projects in the transport sector within Uzbekistan. He also shed light on the projects currently under development, showcasing the country's dedication to enhancing its transportation infrastructure and logistics capabilities.
Minister Makhkamov proposed a set of concrete measures aimed at advancing the transport and logistics potential of the SCO member states:
Alternative Transport Lanes and Harmonization of Standards: The first proposal emphasized the establishment of alternative transport routes to diversify transportation options. Furthermore, the harmonization of transport standards would facilitate smoother cross-border operations. An essential aspect of this initiative is the application of a flexible tariff policy, which can contribute to efficient trade and transportation within the SCO.
Multimodal Logistics Centers: The second proposal involved the construction of large multimodal logistics centers along the transport corridors and in border regions. These centers would play a crucial role in facilitating the movement of goods, reducing transit times, and increasing overall logistical efficiency.
Border Control Points and Visa Simplification: Minister Makhkamov recommended the implementation of continuous 24/7 working procedures at border control points. Simplifying the visa issuance process was also a part of this proposal, with the aim of streamlining border crossings, reducing waiting times, and encouraging trade and transportation flows.
Digital Technologies and Best Practice Exchange: The final proposal focused on the extensive use of digital technologies and intelligent systems in the field of logistics. This not only ensures that transportation and logistics operations are more efficient but also opens opportunities for real-time monitoring and data analysis. Moreover, it encourages the exchange of best practices among member states to foster innovation and continuous improvement.
