China's Foreign Minister Wang Yi has indicated that the path to the anticipated summit between President Xi Jinping and U.S. President Joe Biden, to be held in San Francisco, may be a challenging one, according to statements from the foreign ministry.
Wang's recent meetings with President Biden and his top aides in Washington have led to an agreement to work together towards the expected bilateral meeting, set to take place on the sidelines of the Asia-Pacific Economic Cooperation (APEC) forum summit. These diplomatic efforts come in the wake of a series of bilateral engagements initiated largely by the United States. These diplomatic efforts aim to salvage what was a rapidly deteriorating relationship earlier in the year, partly triggered by the U.S. downing of an alleged Chinese spy balloon.
However, in remarks made on a October 28, Wang issued a word of caution, stating that the journey to the summit would not be an effortless one and that it would not be on "autopilot." This statement was made after a discussion with members of the U.S. strategic community in Washington.
Last month, China's top security agency had suggested that the prospect of a Xi-Biden meeting in San Francisco depended on the U.S. demonstrating "sufficient sincerity."
Wang expressed the need for both China and the U.S. to "return to Bali," referring to the last meeting between President Biden and President Xi, which took place on the sidelines of a Group of 20 (G20) summit held on the Indonesian resort island in November. During that meeting, discussions revolved around issues such as Taiwan, competition, and communication.
Wang emphasized the importance of putting into practice the consensus reached during that meeting in Bali. He called for the removal of interference, overcoming obstacles, enhancing consensus, and achieving concrete outcomes.
Despite the existence of various differences, contradictions, and unresolved issues, Wang stressed that both China and the U.S. have jointly conveyed positive signals with the aim of stabilizing and improving their relations. He emphasized that maintaining dialogue is useful and necessary in addressing these challenges.
The discussions on October 28 extended to a wide range of topics, including the interaction between the Chinese and U.S. militaries, finance, science and technology, China's investment environment, market access, and the ongoing crises in the Middle East and Ukraine.
