President of the Kyrgyz Republic, Sadyr Japarov, hosted a meeting with the heads of delegations participating in the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) on October 26. This significant gathering took place in Bishkek and was attended by representatives from Belarus, Iran, Kazakhstan, Kyrgyzstan, China, Mongolia, Russia, Tajikistan, Uzbekistan, Turkmenistan, India, Pakistan, as well as the SCO Secretary-General.
President Japarov extended a warm welcome to the distinguished guests and expressed his appreciation for their presence on the hospitable Kyrgyz soil. He highlighted the SCO's role as a reliable platform for fostering cooperation to create a more equitable world order, particularly one that upholds international law, notably the United Nations Charter.
The Kyrgyz President emphasized the importance of security in the context of global events and commended the SCO countries for setting an example of mutual understanding and cohesion. He acknowledged the positive role played by the SCO Regional Anti-Terrorism Structure in facilitating cooperation among competent authorities in combating terrorism, separatism, and extremism.
“Against the backdrop of ongoing events in the world, the SCO countries need to pay special attention to security issues. I am pleased to note that countries are setting an example of mutual understanding and cohesion, forming a new look for an international organization. In this context, I note the positive role of the SCO Regional Anti-Terrorism Structure, which provides the necessary assistance to the cooperation of competent authorities in the fight against terrorism, separatism, and extremism,” Sadyr Japarov voiced.
In his address, President Japarov also underscored the expansion of the SCO, noting Iran's recent accession and the forthcoming admission of Belarus as a full member. This geographic expansion, he pointed out, would enhance the SCO's international influence and significance.
Kyrgyzstan, as a founding member of the SCO, is committed to following the principles and provisions outlined in the SCO Charter. President Japarov reaffirmed that Kyrgyzstan is dedicated to cooperating with member states, observer states, and dialogue partners across all domains defined within the SCO's statutory documents.
The President outlined key proposals and priorities aimed at strengthening cooperation within the organization, with an emphasis on security. He stressed the importance of implementing the decision of the Council of Heads of SCO Member States to enhance the mechanism for countering security challenges and threats faced by member states. This includes Kyrgyzstan's proposal to establish a Center for Combating International Organized Crime in Bishkek, which aligns with the ongoing modernization process of the SCO.
Furthermore, President Japarov proposed the development and adoption of a roadmap for interaction with dialogue partners to promote stronger collaboration in areas such as e-commerce, green economy, trade, finance, investment, cultural and humanitarian ties, and more.
He expressed satisfaction with the broad spectrum of sectors covered by SCO cooperation, including security, counter-terrorism efforts, education, science, healthcare, culture, and environmental protection. President Japarov highlighted the need for practical implementation of all adopted documents and programs.
In conclusion, President Sadyr Japarov expressed his confidence that the meeting of the Council of Heads of Government of the SCO would result in discussions on multifaceted cooperation within the organization and the adoption of relevant decisions and documents to further strengthen and develop the SCO.
