UN Child Rights Committee issues concerns on Kyrgyzstan

UN Child Rights Committee issues concerns on Kyrgyzstan

The UN Child Rights Committee (CRC) has issued its findings on September 28, on Albania, Andorra, the Dominican Republic, Kyrgyzstan, Liechtenstein, and Togo, following a comprehensive review of these states during its latest session. These findings encompass the Committee's main concerns, recommendations, and recognition of positive aspects related to the implementation of the Child Rights Convention.

Key Concerns Highlighted by the Committee

One of the prominent concerns voiced by the Committee is the prevalence of gender-based violence, sexual exploitation, and abuse against children in these states. The report underscores the urgent need to address these issues and combat a culture of impunity for perpetrators. Specifically, the Committee expressed deep concern about practices such as bride kidnapping.

In the case of Kyrgyzstan, the Committee urged the nation to take substantial actions, including strengthening legislation to punish gender-based violence. It called for the prompt investigation of all cases related to sexual exploitation, abuse, gender-based violence, and bride kidnapping. Furthermore, the Committee emphasized the importance of ensuring that child victims receive robust legal protection and have access to multifaceted remedies and comprehensive support.

Another significant concern highlighted in the findings relates to the state of education infrastructure in these countries. The Committee noted the presence of a large number of children attending schools with insufficient or unsafe infrastructure. This issue is seen as detrimental to school attendance rates and learning outcomes.

    Recommendations for Kyrgyzstan

For Kyrgyzstan, the Committee made specific recommendations aimed at addressing these concerns. These recommendations include:

    1. Strengthening Legislation: Urging the country to bolster its legal framework to combat gender-based violence effectively.

    2. Investigations: Calling for prompt investigations into all cases of sexual exploitation, abuse, gender-based violence, and bride kidnapping.

    3. Child Protection: Emphasizing the need to ensure that all child victims receive adequate protection under the law.

    4. Access to Support: Ensuring that child victims have access to multisectoral remedies and comprehensive support.

    5. Inclusive Education: Providing inclusive education for all children.

    6. School Infrastructure: Urgently improving the infrastructure of schools to address issues of insufficient or unsafe facilities.

    7. Bullying Prevention: Combatting school bullying and developing guidelines and training for teachers on addressing disturbances in schools through child-sensitive and non-violent approaches.

The UN Child Rights Committee's findings and recommendations underscore the importance of addressing gender-based violence, sexual exploitation, and abuse against children, as well as the need to improve educational infrastructure and protect the rights of children.
