On the sidelines of the governmental meeting, Kazakhstan's Minister of Ecology and Natural Resources, Zulfiya Suleimenova, shared her views on animal protection policies in the Central Asian country, stating that animal protection should be addressed thoroughly, media reports.
'There are internal affairs agencies. Perhaps, additional budgeting would be needed to create separate services. On the other hand, of course, it is necessary to ensure that the law on the responsible treatment of animals is still implemented so that we have a sufficient level of commitment, including from animal owners. If we have increased commitment in this direction, then accordingly, and perhaps there will be no need for separate policy', the Minister said.
On March 1, 2022, Kazakhstan adopted the law 'On Responsible Treatment of Animals' based on the following principles:
attitude towards animals as beings capable of experiencing pain and physical suffering;
personal responsibility of the owner for the life, health, and well-being of the animal;
protection of animals from cruel treatment;
educating the population on a moral and humane attitude towards animals.
The document also provides for raising public awareness regarding the responsible treatment of animals and prohibits animal cruelty propaganda.
Criminal and administrative liability has been strengthened for animal abuse and incitement.
In particular, Article 316 of the Criminal Code of the Republic of Kazakhstan provides for cruel treatment of an animal resulting in his injury, a fine of up to KZT 367,560, correctional labor, or public works for up to 120 hours, or arrest for up to 30 days.
If, however, an animal died as a result of cruel treatment, such an act is punishable by a fine of up to KZT 612,600, by corrective labor, or by public works for up to 200 hours, or to be detained for up to 50 days, with or without the right to hold certain positions or engage in certain activities for up to one year or without.
Administrative liability is applicable for cruelty to animals without criminal offense. In this case, individuals face a fine of KZT 15,315, and officials - KZT 30,630.
Fines are quadrupled for repeated acts.
