Uzbekistan expects to reduce its poverty rate from 8.9% at the beginning of the year to 6% by year-end, with a further target of 4.5% set for 2026. President Shavkat Mirziyoyev on December 9 was briefed on measures being implemented to transform mahallas into areas free from unemployment and poverty, focusing on creating jobs and increasing household incomes.
The meeting, held in a critical and results-oriented format, identified untapped potential and shortcomings in the current system. Officials noted that the performance of the “mahalla seven” — local teams responsible for employment and social support — currently lacks clear assessment criteria. The president emphasized that their work should directly contribute to rising employment levels and income growth, calling for stronger accountability and measurable outcomes.
Authorities were instructed to identify problems and growth points within each mahalla, implement systemic solutions, and prioritize resolving citizens’ appeals locally. Special attention will be given to the most challenging mahallas, including improving access to infrastructure, energy, internet, and household plot opportunities.
To achieve these goals, the government plans to expand employment services, create income-generating opportunities, and increase vocational training and entrepreneurship. Individual programs will be developed for each family in need, tailored to their real capacities and requirements.
Within a broader project-based approach, around 1mn citizens are expected to benefit from initiatives such as Partnership of Employment Agencies with Employers, Equal Opportunities – Inclusive Employment, Towards a Sustainable Future, 20 Local Brands, One Area – One Product, Entrepreneurship Development in Mahallas, Improving Watering Systems, Renewing Old Gardens, 1,000 Hectares of Fruit Gardens, Export Cooperatives, and more.
The measures also include supporting small and medium projects in mahallas, developing infrastructure in cross-border and enclave areas, creating 24-hour streets, touristic mahallas, industrial micro-centers, and improving coastal and road infrastructure.
Officials also reviewed the employment program for 2025, plans for 2026, and strategies to reduce informal employment. President Mirziyoyev instructed authorities to ensure targeted implementation of tasks locally, enhance practical effectiveness based on real community needs, and strengthen accountability in achieving reductions in unemployment and poverty.
