Kyrgyzstan has taken a major step toward expanding its renewable energy capacity with the signing of an investment agreement to build a 1,900 MW solar power plant in the village of Kyzyl-Oruk, located in the Issyk-Kul region.

The agreement was finalized following a meeting between the Minister of Energy of the Kyrgyz Republic, Taalaibek Ibraev, and representatives of Vietnamese firms RECA and Rox Energy Global — Director Chau Tran Thi Ngoc and Head Nguyen Duy Binh.
During the meeting, the parties discussed the roadmap for implementing the solar energy project, including land allocation, grid connectivity, government support, and future development phases.
The project will be executed through foreign direct investment and is expected to be completed by 2027. The solar facility will significantly boost Kyrgyzstan’s clean energy capacity and contribute to its long-term energy security and green development goals.
“This agreement reflects our commitment to attracting sustainable investments and developing the country’s renewable energy sector,” said Minister Ibraev at the signing ceremony.
Founded in 1996, Vietnam-based Rox Group operates across various sectors, including real estate, technology, hospitality, and finance. It is actively pursuing energy-related projects in emerging markets, including Central Asia. The company stated that its mission is to create long-term socio-economic value in Kyrgyzstan through diversified investments.
Earlier in July, Energy Minister Taalaibek Ibraev visited the project site in Issyk-Kul to assess progress. Preparatory work is already underway, including delivery of equipment, installation of modular housing and offices, setup of electrical infrastructure, and construction of access roads. Land leveling operations are expected to begin shortly to pave the way for solar panel installation.
