Uzbekistan has taken a step toward strengthening its nuclear safety framework by approving accession to the Vienna Convention on Civil Liability for Nuclear Damage, following a Senate plenary session held on June 26.

The law on the accession of Uzbekistan to the Vienna Convention on Civil Liability for Nuclear Damage was officially considered and approved by the Senate, marking a key milestone in the country’s efforts to align with international legal standards in the field of nuclear energy and safety.
The Vienna Convention, adopted in 1963 and in force since 1977, sets out a comprehensive liability regime for nuclear damage resulting from incidents at civilian nuclear facilities. By joining the convention, Uzbekistan will implement core legal norms concerning the liability of nuclear operators, procedures and conditions for compensating victims, and the principles governing nuclear damage claims.
Senators highlighted that the Convention establishes the nuclear operator’s liability for incidents, imposes minimum financial protection requirements, and ensures fair compensation mechanisms for affected individuals. It also introduces insurance obligations and strengthens the legal protection of victims in the event of a nuclear disaster.
This move is said to increase confidence in Uzbekistan’s national nuclear safety system, boost international cooperation, and ensure compliance with modern nuclear liability standards.
Uzbekistan’s accession is also expected to expand collaboration with the International Atomic Energy Agency (IAEA) and intensify the implementation of projects under its programs.
The law was earlier passed by the Legislative Chamber on May 27. Its approval follows a presidential decree signed by President Shavkat Mirziyoyev on December 24, 2024, which outlined additional measures to enhance state control in the areas of industrial, radiation, and nuclear safety. The decree called for Uzbekistan to join a series of international agreements, including the Vienna Convention.
