A new joint initiative is underway in Turkmenistan aimed at transforming the country’s construction sector into a model of sustainability and energy efficiency.

Launched by the United Nations Development Programme (UNDP) in partnership with the Ministry of Environment Protection of Turkmenistan, the project—“Developing National Capacity of Turkmenistan through Improving Regulatory Environment towards Energy Efficient and Sustainable Building Sector (TEESB)”—seeks to reduce greenhouse gas (GHG) emissions and promote green development.
Funded by the Global Environment Facility (GEF), the project builds on earlier successes in energy efficiency and renewable energy adoption. It aligns with Turkmenistan’s broader climate goals and international commitments, including those under the Paris Agreement.
“This project reflects our shared commitment to accelerating Turkmenistan’s transition to a sustainable future,” said Narine Sahakyan, UNDP Resident Representative in Turkmenistan. “Improving energy efficiency and introducing green standards in the construction sector is key to reducing emissions and improving quality of life.”
The TEESB initiative focuses on two main objectives:
- Demonstration of Nearly Zero-Energy Buildings (NZEB): Through modernizing building envelopes, integrating renewable energy solutions, and deploying advanced digital systems for energy monitoring, the project will showcase pilot buildings that drastically reduce energy consumption.
- Regulatory Reform and Capacity Building: The initiative aims to upgrade national building standards and implement institutional mechanisms that promote energy efficiency in new constructions across the country.
The project will be carried out in cooperation with the Ministry of Construction and Architecture, the Ministry of Energy, and the Ashgabat City Administration. Technical coordination will be led by the Ministry of Environment Protection, with continued support from UNDP.
By integrating sustainable design and smart energy systems into new buildings, the initiative supports Turkmenistan’s move toward a low-carbon economy. The introduction of energy-efficient technologies and regulatory frameworks in the construction sector is expected to play a critical role in reducing the nation’s carbon footprint.
