President Sadyr Japarov of Kyrgyzstan has signed a decree on political government positions, special government positions and political municipal positions. The decree, aimed at organizing the activities of individuals in political government positions, special government positions, and political municipal positions, was signed following the guidance of Article 71 of the Kyrgyz Constitution, presidential press service of Kyrgyzstan informed.
According to the presidential press service, the decree outlines several key points:
Regulation of Activities: The activities of employees holding political government positions, special government positions, and political municipal positions will be regulated by the decree to the extent that their professional activities are not already regulated by existing legislation.
Determination of Powers and Rights: The decree specifies the admission process to these positions, as well as the powers, duties, and rights of employees in accordance with the Kyrgyz Constitution and laws. It also outlines procedures for the commencement and termination of their powers, disciplinary measures for improper performance, and requirements for training.
Employee Rights and Benefits: Employees are entitled to timely payment of wages, rest periods, benefits according to Kyrgyz legislation, safe working conditions, and annual paid leave. The duration of annual leave increases with years of service, and employees have the option to take leave in installments. Compensation is provided for unused vacation days.
Compensation and Insurance: Employees are eligible for compensation for relocation expenses, reimbursement of business trip expenses, health insurance, and compensation for harm or disability incurred during the performance of official duties. Additional compensation is provided for disability resulting from injury or occupational disease, as well as in case of death.
Burial Allowance: The decree stipulates a funeral allowance for deceased employees or those who die after termination of service, to be determined by the Cabinet of Ministers of Kyrgyzstan.
Invalidation of Previous Decrees: The decree invalidates previous decrees related to political public service in Kyrgyzstan.
Proposal for Legislative Regulation: The Cabinet of Ministers is tasked with submitting proposals to regulate issues arising from the decree at the legislative level.
