The European Union has imposed personal sanctions on an individual from Uzbekistan. This move is part of a broader package of sanctions against Russia, agreed upon by the Council of the European Union on December 18.
The twelfth package of sanctions targets more than 140 individuals and legal entities, including Rosfinmonitoring, MirTelecom telecom operator, AlfaStrakhovanie Group, Chelyabinsk Tractor Plant, Tupolev Design Bureau, and Alabuga Special Economic Zone in Tatarstan.
Among those sanctioned is Andrey Khokhlun, the founder and CEO of Microtech. The Uzbekistan native stands accused of aiding the Russian military industry by re-exporting semiconductors from Europe. This follows a similar move in September when the U.S. Department of the Treasury included Khokhlun on its sanctions list.
The EU Council has mandated European exporters to include a clause in their contracts prohibiting the re-export of certain sensitive goods to Russia or any other country for Russian use. These goods encompass dual-use technologies and specific aviation goods, including tires, antenna reflectors, brake pads, and aviation fuel.
This clause must be incorporated into new export contracts by March 20, 2024. For contracts concluded before December 19, 2023, the clause must be added by December 20, 2024. However, this restriction does not apply to the supply of sensitive goods to “partner countries”, which include the United States, the United Kingdom, Japan, South Korea, Australia, Canada, New Zealand, Norway, and Switzerland.
Starting from 2024, the EU will prohibit the import of Russian diamonds, cast iron, liquefied gas, ferroalloys, iron, copper, and aluminium wire and foil. The export of lithium batteries, thermostats, DC motors and servos for drones, certain machines, construction products, and lasers to Russia will also be halted. These measures underscore the EU’s commitment to enforcing sanctions and maintaining geopolitical stability.
