Kyrgyzstan's President, Sadyr Japarov, recently addressed the issue of personnel reshuffles within the country during his speech at the second People's Kurultai held in Bishkek on December 15, as 24.kg reports. He acknowledged the presence of a personnel problem, which stems from the historical practice of guaranteeing employment to those who graduated with a red diploma in the USSR era. Following the collapse of the Soviet Union, individuals with such credentials found themselves relying solely on personal connections for employment opportunities, particularly in the field of communication.
In the USSR, those who graduated with a red diploma were necessarily employed. After the collapse of the Soviet Union, the realities are such that only people, who have connections can apply for a job.
President Japarov emphasized the need for personnel reshuffles to solve this challenge. He specifically highlighted the Customs Service and the Ministry of Education as departments grappling with personnel issues.
As for the unemployment rate in Kyrgyzstan, it decreased to 4,56% in 2022 from 4,76% in 2021. However, the unemployment rate has been a concern, with an average of 2.73% from 2000 until 2023. The educational reforms aim to equip students with the necessary skills for the job market, while the personnel reshuffles are intended to ensure merit-based employment opportunities.
According to the president, turnover in these departments has been frequent, occurring on a weekly or monthly basis, largely as a result of bribery and incompetence. He further stated that while individuals may possess impressive rhetoric skills, their practical performance often falls short.
