A proposal to institute life imprisonment for those who commit crimes against children's safety, including cases involving offenders aged 60 or older, has been put forward in Kyrgyzstan's parliament. The draft law is currently undergoing public discussion on the parliament's official website.
The initiative, brought forward by Deputy Marlen Mamataliev, seeks to address a notable increase in such offenses in the country in recent years. To tackle this issue, amendments to Kyrgyzstan's Criminal Code are being proposed.
Under the existing version of Kyrgyzstan's Criminal Code, life imprisonment is not applicable to women who commit crimes before turning 18 or men aged 60 or older at the time of the offense.
Furthermore, the bill suggests that in specific situations, such as when the accused is seriously ill or the statute of limitations has expired, the court can issue a guilty verdict without specifying a sentence.
This proposal aims to remove these limitations for individuals who commit crimes against children's safety. The context for this legislative move includes discussions on child violence, particularly in light of a recent court decision related to the murder of a seven-year-old girl in Naryn region in April 2022, where the accused was a 64-year-old man.
Earlier, Daryo reported that in connection with the International Day of the Girl Child, celebrated on October 11, the Commissioner for Children's Rights of Kyrgyzstan, Asel Chynbaeva, took part in an event organized by UNICEF in Bishkek. This global event, aimed at protecting girls' rights and amplifying their voices, was dedicated to the theme "Invest in Girls' Rights: Our Leadership, Our Well-Being."
Commissioner Chynbaeva emphasized in her address that girls are not just the future but also the present, highlighting the importance of providing them with opportunities and support to become strong, independent individuals. The event also saw the launch of the "Girls in Science" program, enthusiastically participated in by over 50,000 girls. This initiative provided specialized training in STEM (science, technology, engineering, and mathematics) and leadership skills, leading to a significant increase in participants' awareness of STEM subjects.
