The "Mahalla Five" system, which is evolving into the "Mahalla Seven," has been established to implement the concept of a "listening state" in Uzbekistan. President Shavkat Mirziyoyev announced this during a meeting on September 26.
According to Gazeta.uz, the "Five" in mahallas, consisting of a chairman, assistant to the hokim (local governor), women's activist, youth leader, and prevention inspector, is transforming into the "Seven" by adding a tax service employee and a social worker.
"To meet the needs of the people, we need to know about the problems at the grassroots level in mahallas. The 'Five' becomes the 'Seven.' The 'Seven' should be aware of the situation in the mahalla... If the assistant to the hokim(mayors) employs five people a month, the youth leader changes the worldview of five young people, and the same goes for women, how many will this be district-wise? To implement Uzbekistan's experience, the concept of a 'listening state,' we need experienced and dedicated mahalla chairmen," he said.
"If we want to justify the trust of our people, only one thing will save us — loyalty, love for the homeland, and selflessness," emphasized the president.
"Know this: everything depends on the leaders of executive authorities. Where the hokim shows dedication, makes efforts, delves into problems, and forces the four sectors (the sectors of the hokim, prosecutor, head of the police department, and head of the tax service) to 'descend' into the mahalla... Time will make mahalla chairmen work on themselves. Why is a district hokim needed? To ensure the operation of the mahalla system. This system must reach the mahalla," he stated.
President of Uzbekistan emphasized that the only judge for all civil servants is the people.
"We have created a system. We are creating councils [for the development and support of mahallas]. I will repeat, we must only and only love our people, our homeland. We all must contribute to the stability of the homeland, the New Uzbekistan," the president said.
During the same meeting, it was mentioned that to improve the mahalla system, republican, regional, district, and city councils for the development and support of mahallas are planned to be introduced. The prime minister will head the republican council, while the regional councils will be led by hokims. These councils will address the issues raised by the "mahalla seven," including financial matters.
More than 70 issues, such as the registration of those in need, financial assistance, subsidies, and the allocation of loans, will be resolved collegially within the mahalla, without involving district and regional authorities, the president stated. Additionally, funds from employment, entrepreneurship, and home-based work funds will be allocated directly to each mahalla.
"We need to turn the mahalla into an institution that genuinely solves people's problems," noted Shavkat Mirziyoyev.
