Turkmenistan's neutral status is an important factor of security in Central Asia and the Caspian Sea, Russian President Vladimir Putin said in a letter to his Turkmen counterpart Serdar Berdimuhamedov on the occasion of Independence Day.
"The policy of positive neutrality pursued by Ashgabat is an important factor in consolidating security and stability in Central Asia and the Caspian region."
Putin noted that Russia attaches great importance to relations of deepened strategic partnership with Turkmenistan.
"I am convinced that together we can ensure further development of fruitful bilateral cooperation in all areas, constructive interaction in international affairs for the benefit of our friendly peoples."
Since 1995, Turkmenistan has maintained the status of positive neutrality. The country's military doctrine follows the policy of defence sufficiency and it is not a member of any military-political blocs in the world.
The UN Regional Centre for Preventive Diplomacy for Central Asia was opened in Ashgabat in 2007.
