On September 26, President Shavkat Mirziyoyev presided over a video selector meeting to address measures aimed at enhancing the neighborhood work system in Uzbekistan. The discussion centered on the need to improve the effectiveness of neighborhood structures, which play a crucial role in implementing socio-economic programs based on the demands of the local population.
In Uzbekistan, neighborhoods have been endowed with significant powers, organizational capacity, and financial resources. A "five system" comprising a neighborhood chairman, an assistant mayor, a women's activist, a youth leader, and a prevention inspector was established to facilitate local governance and community engagement. However, the meeting identified several shortcomings and redundancies in their functioning.
One key issue discussed was the occasional ineffective utilization of funds designated for social purposes. Additionally, the resolution of problems faced by the needy population often relied on regional and national offices, leading to inefficiencies. Furthermore, there was a lack of clear criteria for evaluating the performance of neighborhood workers, and a significant amount of their time was consumed by administrative tasks and meetings.
To address these challenges, new approaches were introduced during the meeting. Notably, the neighborhood management structure will be expanded to include a tax collector and a social service worker, transforming it into the "neighborhood seven." This development will empower neighborhoods to collectively address more than 70 issues, including the registration of the needy population, financial assistance, subsidies, and loan allocation, without involving district or regional offices.
The introduction of convenient and electronic business processes within neighborhoods is expected to streamline operations. The three existing platforms - "Online Neighborhood," "Women-Girls," and "Youth Portal" - will be integrated into a unified system for better coordination and efficiency.
Furthermore, the authority of neighborhood chairpersons will be extended to coordinate the work of the "Seven Neighborhoods." They will have the power to recommend promotions or disciplinary actions concerning assistant governors, youth leaders, women's activists, prevention inspectors, tax collectors, and social workers.
The meeting emphasized the importance of clearly defining the roles and responsibilities of the "Seven Neighborhoods" and involving scientific and non-governmental organizations in social projects.
To bolster the neighborhood system, organizational measures were also outlined. This includes the introduction of republican, regional, and district (city) councils dedicated to the development and support of neighborhoods. These councils will be headed by high-ranking officials, with the Republic Council led by the Prime Minister and regional councils by governors. They will be responsible for addressing issues raised by the "neighborhood seven" and securing financial resources for their initiatives.
