Uzbekistan has introduced new regulations governing the use of drones in the country. The Minister of Transport, Ilhom Mahkamov, has signed an order that brings changes to the aviation regulations for both civil and experimental aviation within Uzbekistan's airspace.
The order was issued in response to the decision made by the Cabinet of Ministers on November 15, 2022, which aimed to implement additional measures for regulating unmanned aerial vehicle (UAV) usage in Uzbekistan. The changes introduced in the order will affect the flight rules of experimental aviation and apply to all citizens.
The an provides a definition for unmanned aerial vehicles, specifying that they are aircraft that are either piloted or fully remotely controlled, or programmed and capable of autonomous flight. It distinguishes UAVs from model aircraft and toy aircraft, focusing on systems used for more substantial purposes.
An important change in the regulations involves the definition of a drone operator in civil aviation. The person directly controlling the drone is now considered the operator, and the legal requirements for such operators may have been adjusted accordingly.
Modification in Clause 789¹ of the aviation regulations requires operators of civil aviation unmanned aerial vehicles to have a manual that outlines the necessary steps for flight preparation and aircraft control.
By implementing these measures, the government seeks to ensure that drone operations are conducted responsibly and in compliance with the established rules and procedures.
