President Kassym-Jomart Tokayev inked the Social Code of Kazakhstan adopted by the country's senate in mid-March 2023, media reports.
The Code reflects the following main areas:
Giving priority to support for mothers and children as a factor in national population policy;
Developing the labor market and new approaches to employment promotion;
Helping low-income families to improve their material well-being;
Improving the system of special social services;
Ensuring the social protection of persons with disabilities;
Further improvement of pension provision;
Social support for survivors;
Bringing individual social security standards to the level of international standards;
Introducing a digital social map of the family;
Improving the qualifications and status of the social worker.
The Code aims to equalize the labor rights of all workers regardless of the employment nature, whether it is platform employment, joint work (two employees in one workplace), rolling hours, a four-day working week, etc. In addition, the legislation introduces the new concept of 'independent contractor.'
All online platforms must conclude a public contract, including Yandex Taxi, Glovo, etc. At the same time, the document suggests simplifying the payment of taxes, pensions, and social contributions as much as possible by introducing a joint payment system, reducing the tax burden on income, and abolishing the previous single aggregate payment system.
The document aims to include Kazakhstani workers in the social insurance and pension system, which has humanitarian and fiscal meaning. In addition, from 2024, Kazakhstanis will be able to receive an additional pension payment.
