    England schools enforce complete mobile phone ban for students

    The UK Department of Education has issued guidance, on February 19, advocating for a comprehensive prohibition on the use of mobile phones in schools across England. The newly introduced regulations aim to address the pervasive issue of mobile phone usage among students, which often detracts from the learning environment.

    The guidance highlights alarming statistics, revealing that by the age of 12, a staggering 97% of British schoolchildren possess their own mobile phones, with one in three students illicitly utilizing them during lessons. 

    Moreover, the prevalence of online bullying among British schoolchildren, affecting one in five students, underscores the urgency of implementing stringent measures to curb mobile phone usage in educational settings. By eliminating mobile phones from the school day, authorities aim to create a secure environment where students are shielded from the inherent risks associated with social media, cyberbullying, and peer pressure, as emphasized in the official document.

    Education Secretary Gillian Keegan underscored the rationale behind the ban, stating, “Schools are where children learn and mobile phones are, at the very least, an unwanted distraction in the classroom.” 

    To facilitate compliance with the ban, schools are presented with four optional approaches, each tailored to suit the institution's preferences and logistical capabilities. These approaches range from a complete prohibition on mobile phone possession on school premises to more nuanced strategies such as utilizing security lockers or enforcing strict guidelines for phone usage during class time.

    Exceptions to the ban are outlined, ensuring that students with medical needs or disabilities requiring mobile phone access are accommodated appropriately. However, stringent disciplinary measures will be enforced for those found in violation of the regulations, including the confiscation of mobile phones and potential searches of students' belongings.

    Importantly, the guidance also stipulates that schools will be immune to legal repercussions in the event of damage or loss of electronic devices, shielding educational institutions from potential litigation.

    Situation in Uzbekistan 

    The Cabinet of Ministers of Uzbekistan has issued directives governing the use of mobile phones within educational institutions. The resolution, approved on May 21, 2012, outlines the key guidelines for mobile phone usage in educational institutions.

    Upon entering school premises, individuals must silence their mobile phones. Students must switch off their phones and store them in their belongings before the start of classes or events. Prohibited actions for students include wearing phones around their necks, connecting them to school electrical networks, or engaging in non-educational activities during classes.

    Between classes, students may use phones only for urgent communication with parents or educational staff. Conversations on phones between classes should be brief and conducted outside classrooms. In emergencies, there are no restrictions on phone usage within schools. Teachers and staff are barred from using phones during classes and encouraged to minimize usage in the presence of students outside class hours.
